I think our neighbor stole our baby kittens!??? what do i dooo!?

she even looks in our backyard..... like peeks through as if shes keeping an eye on us or something...always just tresping our property not physically but in a mentally sort of way...and now i think she stole our baby kittens! shes a freak man....what do i do???? ok antoher thing even when we cut our gr and u know how sometimes like little brittly leaves get left behind...if they fly on her property by even a centimeter she'll get her broom out and rake it in front of our yard! what do i do?...who do i complain to cause i dont want to create a big scene out of it?
