What do I do about the $3,300 bill?

I pulled out of a parking lot, and starting pulling forward. I was in my side of the parking lot, when this person hit me! I guess he locked up his breaks (not that he had any in the van) and hit my 1999 Rodeo. We never called the cops, and I know that he has no insurance. I know that it was not my fault 100%. The guy that hit me is really poor, and I don't think that I could get the money out of him! I don't know what to do, because the bill to fix it is over $3,300. He offerd to give me $75.00 to pay for half a new door, but the door runs about $300.00 So I don't really know how to go about this. I live in Wisconsin, and don't know if there are any rules that might be alittle screwed up. I need to get this fixed. If I shall do I take him to court? I don't know how to do that, and I really can't afford to pay for going to court so what do I do? Please give reasonable answers! Thanks..
