They won't. Prohibition has never worked to control drug availability. What it accomplishes very well, however, is making drug kingpins rich and getting the poor into jails. The more people in jail, the more prison guards are needed. The more prison guards are needed, the more dues the union collects. The more dues the union collects, the more they can lobby legislatures for tougher drug laws.
