Why is Congress trying to micromanage American football?

It gets back to certain universities that have felt slighted by the BCS and politicos - mostly from these states - standing up for that constituency. And with the countless millions of dollars that differentiate the top tier bowls and the fillers for ESPN midweek programming, one could argue that it's to level the playing field and ending an oligarchy that wants to control payouts to themselves.
